Armando Cruz-Zambrano, of Norwalk, is charged with first-degree sexual assault, illegal sexual contact with a victim under 16, assault in the third degree, and interfering with an emergency call, police said.
Norwalk Police said they were alerted to the alleged sexual assault on Sept. 29. They could not provide any details on the investigation because of the age of the victim and the sensitivity of the attack.
But authorities said they developed enough evidence to arrest Cruz-Zambrano on Tuesday, Nov. 5.
A judge ordered him held on a $2 million bond, authorities said. He will return to court on Nov. 19.
